“Best free PDF organizer” sounds like it should have one answer, but the honest answer is a shortlist with a map. The free tools below all organize PDF pages without costing anything; they differ in where they run (desktop, browser, your own server), how much beyond organizing they attempt, and what they ask in return — an upload, a server, or a subscription once you pass the free layer. This roundup compares six of them using only facts checked against official sources in October 2026, then routes you by scenario.

The shortlist at a glance

Tool

Price

Platform

Best at

Edit text / OCR

Compress

Where files go

PDF Arranger 1.14.0

Free, open source

Windows, Linux (Mac via Nix)

Visual drag-and-drop arranging, booklets, metadata, encrypted output

No / No

No

Your computer, offline

PDFsam Basic 6.0.6

Free, open source

Windows, Mac, Linux

Parametric splitting: by bookmarks, size, every n pages

No / No

No (paid Visual edition)

Your computer, offline

Stirling-PDF 3.2.0

Self-hosted free for small teams; commercial licence for larger organisations

Your own server, in a browser

The widest toolbox: 50+ tools including OCR and conversion

Yes / Yes

Yes

Your own server

PDF24

Free, closed source

Windows desktop, plus online tools

All-in-one toolbox including compression and conversion

Toolbox includes editing tools / details not officially documented

Yes

Your computer (desktop) or uploaded (online tools)

Sejda (free layer)

Free layer with hourly limits; paid plans from $5 (US pricing, checked October 2026)

Web; desktop on paid plans

Editing text, filling forms and signing in a browser

Yes / Yes

Yes

Uploaded to its servers

PDFgear

Free editor

Desktop editor (see official site for current details)

Free text editing and OCR

Yes / Yes

Not officially documented

Desktop editor

PDF Arranger — the visual organizer

PDF Arranger is the specialist of the group: one window, every page as a thumbnail, drag until the document looks right. It merges, splits, reorders, rotates and crops, generates booklet layouts, edits metadata, imports images as pages, and exports password-protected files — free, open source (GPL-3.0-or-later), and fully offline. It does not edit text, OCR, compress or convert, and it never pretends to. For everyday organizing on Windows or Linux, it is the cleanest fit here. Full comparison: PDF Arranger vs PDFsam Basic (its closest rival) and our PDF organizer hub.

PDFsam Basic — the parametric splitter

PDFsam Basic shares PDF Arranger’s free, open-source, offline virtues and adds a native Mac version, which PDF Arranger lacks. Its personality is different: task modules with parameters instead of a visual canvas, and splitting options — by bookmarks, by file size, every n pages — that are deeper than anyone else’s here. Compression lives in its paid Visual edition and text editing in its paid, Windows-only Enhanced edition. Pick it for repeatable, rule-based jobs and Mac desktops.

Stirling-PDF — the self-hosted toolbox

Stirling-PDF is the power user’s answer: a web application you host yourself, with more than fifty tools spanning organizing, OCR, compression, conversion, signing and redaction. Small teams of up to five users can self-host free; larger organisations need a commercial licence. The catch is operations — you run the server. If you can, it is the most capable free option in this list. See PDF Arranger vs Stirling-PDF.

PDF24 and Sejda — the convenient routes

PDF24 is the Windows toolbox: a free closed-source desktop Creator plus online tools that include compression and conversion, with organizing as one tool among many — best if you are Windows-only and want breadth without paying. Sejda is the browser route: its free layer (with hourly limits) already edits text, fills forms and signs, which no desktop organizer here can do; the price is uploading your file and, past the free limits, a subscription. Compare them directly in PDF Arranger vs PDF24 and PDF Arranger vs Sejda.

PDFgear — the free editor

PDFgear earns its place by breaking the pattern: a free editor whose headline features are editing text and OCR — content work, not page work. If your “organizing” problem is actually “the text is wrong”, it is the free tool that fits, while PDF Arranger remains better at assembling and booklet work. See PDF Arranger vs PDFgear. A historical footnote for long-time users: PDF Arranger itself descends from PDF-Shuffler — that story is in PDF Arranger vs PDF-Shuffler.

So, which one should you pick?

Pure page organizing, offline, on Windows or Linux: PDF Arranger.

Rule-based splitting, or a native Mac app: PDFsam Basic.

A toolbox for a whole team, and you can run a server: Stirling-PDF.

Windows-only and want compression and conversion in the same free box: PDF24.

A one-off edit, form or signature in a browser, file not sensitive: Sejda’s free layer.

Free text editing or OCR: PDFgear.

One ceiling worth naming: if your work regularly needs the full professional set — polished editing, OCR, forms, redaction, comparison — the paid benchmark is Adobe Acrobat (sponsored), at US $19.99/month for Pro on an annual plan billed monthly (checked October 2026). Disclosure: the editor links in this section are sponsored affiliate links — if you buy through them, this site may earn a commission at no extra cost to you. See our Affiliate Disclosure. Every other tool in this roundup is listed on merit; none of them pays for placement. More routing by task lives on the PDF Arranger alternatives page.

PDF Arranger and PDFgear are both free, and that is roughly where the similarity ends. They start from opposite ends of the PDF problem. PDF Arranger is an organizer: it treats a PDF as a stack of pages to be merged, split, reordered, rotated and cropped, and it never touches what is printed on those pages. PDFgear takes the editor route: it is a free PDF editor whose headline abilities include editing the text in a document and running OCR on scans. Choosing between them is really choosing which problem you have — page order, or page content.

At a glance

PDF Arranger 1.14.0

PDFgear

Price

Free, open source (GPL-3.0-or-later)

Free editor (see the official site for its current terms)

Focus

Page organizing only

PDF editing first

Edit text

No

Yes — editing text is a headline feature

OCR

No

Yes

Organize pages

Core strength: visual drag-and-drop merge, split, reorder, rotate, crop

An editor’s organizing tools; see the official site for current details

Booklet

Yes — generate and split booklet layouts

Not officially documented

Metadata and encrypted output

Yes — edit metadata and password-protect the exported file

Not officially documented in the sources checked for this article

Where files are processed

On your computer, fully offline

Desktop editor; see the official site for current platform details

The deciding question: order or content?

Run through your last few PDF jobs and notice which kind they were. “Combine these three files, drop page two, put the appendix at the front” is an organizing job — nothing on any page changes. “Fix the date in paragraph one, make this scan searchable, update the price in the table” is a content job. PDF Arranger does the first kind completely and the second kind not at all. PDFgear exists for the second kind. Most confusion between the two tools comes from calling both of them “PDF tools” and expecting either to cover both lists.

What the free editor route buys you

PDFgear’s draw is simple: if you need to edit text in a PDF or OCR a scanned document, the usual answers are subscriptions — and here is a free editor that covers those headline jobs. For a student correcting a form, a freelancer fixing a document once a month, or anyone whose PDF problem is content rather than order, that is a genuinely useful offer, and it is why PDFgear belongs in a roundup like this on merit. You can see its current feature list on the official PDFgear site. Note that PDFgear has no affiliate programme that we could find — it is included here as a content pick, not a paid placement.

Where the arranger still wins

For pure arranging, PDF Arranger remains the more focused instrument. Its whole window is the document’s pages, shown as thumbnails you drag into order; booklet generation and splitting, white-border cropping, page resizing, metadata editing and password-protected export are built into that one workflow. It is also open source under GPL-3.0-or-later, packaged by Linux distributions and Flathub, and it runs completely offline — the file never leaves your computer. If your work is assembling long documents from many sources, that single-purpose design is faster to live with than an editor’s page panel.

Verdict: who should choose which

Choose PDFgear if you need free text editing or OCR — the content jobs PDF Arranger cannot do at all.

Choose PDF Arranger if your job is pure page organizing: visual merging, splitting, reordering and booklets, offline and open source.

Outgrow the free editor? If you later need the full professional set — forms, redaction, document comparison, polished OCR workflows — the step up is a commercial editor such as Adobe Acrobat (sponsored) or Wondershare PDFelement (sponsored).

This is the most lopsided comparison in the series, and honesty about that is the whole point. PDF Arranger is a free, open-source app that does one slice of PDF work — organizing pages — very well. Adobe Acrobat is the full commercial benchmark: it edits text and images, runs OCR, builds and fills forms, signs, redacts, compares versions, and also organizes pages. The real question is not “which is better?” but “how much PDF tool do you actually need?” If the answer is “just the pages, in order”, the free tool genuinely covers you. If it is anything more, Acrobat earns its subscription.

At a glance

PDF Arranger 1.14.0

Adobe Acrobat

Price

Free, open source (GPL-3.0-or-later)

Reader free; Standard $14.99/month, Pro $19.99/month, Studio $24.99/month (US pricing, annual plans billed monthly, checked October 2026)

Platforms

Windows and Linux; macOS only via Nix

Windows, Mac, web and mobile

Organize pages

Core strength: visual drag-and-drop merge, split, reorder, rotate, crop

Yes — page organizing is one feature among many

Booklet

Yes — generate and split booklet layouts

Not officially documented

Edit text and images

No

Yes

OCR, forms, signing

No OCR, no form filling or creation, no signing

Yes — OCR, create/fill/sign forms, and electronic signatures

Redact and compare documents

No

Yes

Compress

No

Yes

Where files are processed

On your computer, fully offline

Desktop apps work locally, with Adobe cloud services available

Where they overlap: organizing pages

The overlap is real but narrow. Both tools can merge files, split documents, delete and reorder pages, and rotate pages that came out sideways. For that slice, PDF Arranger holds its own and arguably feels faster: every page is a thumbnail in one window, you drag the document into shape, crop margins, generate a booklet layout, edit the metadata, and export — free, offline, with no account and no subscription check. A surprising amount of everyday “I need Acrobat” turns out, on inspection, to be exactly this slice.

Where Acrobat stands alone

Everything beyond page level belongs to Acrobat. Correcting the text itself, replacing an image, turning a scanned contract into searchable, editable text with OCR, building a fillable form, collecting a proper electronic signature, permanently redacting sensitive passages, or comparing two versions of a document line by line — PDF Arranger does none of these, and no free organizer in this series does all of them. Acrobat also compresses and optimizes files and converts between PDF and Office formats. Pretending a page arranger competes with that would be dishonest; it complements it instead.

The honest cost calculation

Acrobat is a subscription: in the US, Standard is $14.99 per month and Pro is $19.99 per month on annual plans billed monthly, with Studio at $24.99 per month adding PDF Spaces, the AI Assistant and Adobe Express Premium (US pricing, checked October 2026; Reader, for viewing, printing, annotating, filling and signing, remains free). That is real money every month — worth it the first time a client contract needs a redacted clause or a scan needs OCR, and wasted if all you ever do is shuffle pages. Many users land in the sensible middle: PDF Arranger for daily organizing, Acrobat for the days the job outgrows pages.

Verdict: who should choose which

Choose PDF Arranger if your work is page organizing — merge, split, reorder, rotate, crop, booklets, metadata — and you want it free, offline and open source.

Choose Adobe Acrobat if you need any of: editing text or images, OCR, fillable forms, signatures, redaction, document comparison, compression or Office conversion.

Use both if you organize often but edit occasionally — the free tool covers the daily work, the subscription covers the exceptions.

You can check the current plans on Adobe Acrobat’s official page (sponsored). Disclosure: the editor links in this section are sponsored affiliate links — if you buy through them, this site may earn a commission at no extra cost to you.

PDF Arranger and Sejda answer the same frustration — “my PDF is almost right” — from opposite sides of one line: where your file is processed. PDF Arranger is a free desktop app that arranges pages locally and offline. Sejda is an online PDF service (with desktop apps in its paid plans) whose editor can change the actual content of a page: edit text, fill forms, sign, and more. If you only need pages in a different order, the tools overlap. The moment you need to change what is on a page, they stop being alternatives at all.

At a glance

PDF Arranger 1.14.0

Sejda

Price

Free, open source, no limits set by a service

Free layer with hourly limits; Week Pass $5, Web Monthly $7.50/month, Desktop+Web Annual $63/year (US pricing, checked October 2026)

Platforms

Windows and Linux desktop; macOS only via Nix

Web in a browser; Windows and Mac desktop apps on paid plans

Where files are processed

On your computer, fully offline — nothing is uploaded

Uploaded to Sejda’s servers for the web tools

Page organizing

Core strength: visual drag-and-drop merge, split, reorder, rotate, crop

Included among its tools

Edit text, fill forms, sign

No — none of these

Yes — these are Sejda’s headline strengths

Compress

No

Yes

Booklet

Yes — generate and split booklet layouts

Not officially documented

Account

No account, ever

Free layer works without registration, within its hourly limits

The core divide: upload vs. local

Everything else in this comparison flows from one fact. With PDF Arranger, your document never leaves your machine: there is no upload, no account, and no server that could keep, lose or expose the file. For contracts, tax records, ID scans and anything under an NDA, that is not a preference, it is the requirement. Sejda’s web tools work the other way — the file goes to their servers to be processed. Plenty of people are comfortable with that for everyday documents, and Sejda is a well-known service; but it is a decision to make deliberately, not by default. You can read more on Sejda’s official site.

What Sejda does that PDF Arranger cannot

Sejda is a genuine editor. You can correct a typo in the text, fill in a form, add a signature, or white out a passage — jobs PDF Arranger flatly cannot do, because it only moves whole pages around. Sejda also compresses PDFs, which PDF Arranger does not offer in any form. If your recurring job is “fix the content” rather than “fix the order”, Sejda is the right category of tool and PDF Arranger is not a substitute.

The free layer, honestly

Sejda is free forever at the entry level, but the free layer is limited — the official pricing page describes hourly limits on tasks, alongside page and file-size limits, and the exact allowances should be read on that page on the day you rely on them. Paid plans remove those ceilings: a Week Pass costs $5, the Web Monthly plan is $7.50 per user per month, and the Desktop+Web Annual plan is $63 per user per year (US pricing, checked October 2026). PDF Arranger has no equivalent meter running: it is free software, so the thousandth document costs the same as the first — nothing.

Verdict: who should choose which

Choose Sejda if you need to edit text, fill a form or sign a document right now, without installing anything, and the document is not sensitive.

Choose PDF Arranger if your job is organizing pages — merging, splitting, reordering, booklets — and you want it local, offline, unlimited and free.

Need editing regularly, but uploads are the problem? A desktop editor keeps files on your machine while still editing and signing: see Adobe Acrobat (sponsored) or Wondershare PDFelement (sponsored).

Disclosure: the editor links in this section are sponsored affiliate links — if you buy through them, this site may earn a commission at no extra cost to you. See our Affiliate Disclosure. Sejda has no affiliate relationship with this site; it is linked above as a plain reference only.

PDF24 and PDF Arranger are both free ways to organize PDF pages on a Windows PC, but they are built on different philosophies. PDF24 is a broad toolbox: a free Windows desktop program (PDF24 Creator) plus an online tool suite (PDF24 Tools) covering everything from merging to compression and conversion. PDF Arranger is a specialist: an open-source desktop app that does page arranging — and only page arranging — in one visual window. Here is how to pick between a toolbox and a specialist.

At a glance

PDF Arranger 1.14.0

PDF24

Price

Free, open source (GPL-3.0-or-later)

Free desktop Creator and free online Tools

Source code

Open source

Closed source

Platforms

Windows and Linux; macOS only via Nix

Windows desktop app, plus web-based tools

Page organizing

Core strength: visual drag-and-drop merge, split, reorder, rotate, crop

Included in the toolbox

Booklet

Yes — generate and split booklet layouts

Not officially documented

Compress and convert

No compression and no format conversion

Yes — compression and conversion are part of the toolbox positioning

Edit text and OCR

No

Editing tools are part of the toolbox; per-tool details are not officially documented in the sources checked for this article

Where files are processed

Locally on your computer, fully offline

Locally in the desktop app; uploaded when you use the online tools

Toolbox vs. specialist

PDF24’s appeal is coverage. If your PDF chores vary — merge these pages today, shrink a file for email tomorrow, convert something next week — one free installation with a tool for each job is convenient, and the online tools are there when you are on a machine without the desktop program. That breadth is real, and for a Windows-only user who wants everything in one place, it is a sensible default.

PDF Arranger deliberately covers less. It cannot compress or convert at all. What it offers instead is depth at one job: every page of every open document visible at once, drag-and-drop reordering, white-border and margin cropping, page-size changes, booklet generation, metadata editing, image import, and password-protected export, all in a single window with nothing to configure. People who organize PDFs every day usually feel the difference within one document.

Open source and platforms: the decisive split

Two facts decide this comparison for many readers. First, licensing: PDF Arranger is open source under GPL-3.0-or-later, so its code can be inspected and it is packaged by Linux distributions and Flathub. PDF24 is closed source — you use it on its maker’s terms. Second, platforms: PDF24’s desktop app is Windows-only, with its web tools as the fallback elsewhere. PDF Arranger runs natively on Windows and Linux. If you work across both systems, or you simply prefer auditable open-source software, the specialist wins on principle before features are even discussed.

Privacy follows the same line. PDF Arranger processes everything locally and works fully offline. PDF24’s desktop app also works locally; its online tools, by design, involve uploading your file to a service — fine for a public document, a real consideration for contracts, IDs or anything personal.

One transparency note: this comparison deliberately does not quote a PDF24 version number. The current Creator version and the exact free-versus-paid boundary of each tool were not officially documented in the sources checked for this article, so we would rather leave the cell honest than fill it with a number copied from a third-party download site.

Verdict: who should choose which

Choose PDF24 if you are Windows-only and want one free toolbox that also compresses and converts, and you are comfortable with closed-source software.

Choose PDF Arranger if you value open source, need Linux support, or organize pages often enough that a focused visual arranger beats a general toolbox.

Need professional-grade editing or OCR on top? That is beyond both free tools’ core promise; a full editor such as Adobe Acrobat (sponsored) or Wondershare PDFelement (sponsored) is the honest step up.

PDF Arranger and Stirling-PDF sit at opposite ends of the free PDF world. PDF Arranger is a small desktop app: install it, double-click, arrange pages, done. Stirling-PDF is a self-hosted web application with more than fifty tools — including OCR, compression and format conversion — that you run on your own server and use through a browser. One is about doing a narrow job with zero infrastructure; the other is about owning a complete PDF toolbox. This comparison uses PDF Arranger 1.14.0 and Stirling-PDF 3.2.0, released on October 15, 2026.

At a glance

PDF Arranger 1.14.0

Stirling-PDF 3.2.0

Price and licensing

Free, open source (GPL-3.0-or-later)

Self-hosted free for small teams (up to 5 users); larger organisations need a commercial licence — licence pricing is not officially documented in the sources checked for this article

How it runs

Desktop app on your computer, fully offline

Self-hosted web app (Docker or Java), used in a browser; a desktop client also exists

Page organizing

Core strength: visual drag-and-drop merge, split, reorder, rotate, crop

Included among 50+ tools

Edit text, OCR, convert

No editing, no OCR, no format conversion

Yes — OCR, conversion and many more tools are part of the toolbox

Compress

No

Yes

Sign, watermark, redact

No

Yes — signing, watermarks and redaction are included

Setup cost

One small installer; no server, no accounts

You deploy, secure, update and back up a server application

Where files live

On your computer only

On your own server

Breadth vs. focus

Stirling-PDF is the widest free toolbox in this series. Beyond organizing pages it can compress files, run OCR so scans become searchable, convert between formats, add watermarks, sign, redact, flatten forms, and manage encryption and permissions. Those are precisely the things PDF Arranger does not attempt. If your PDF work regularly spans five different kinds of task, a Stirling-PDF instance gives your whole household or team one address for all of them — and its popularity reflects that: the project had 94,661 GitHub stars when checked in October 2026.

PDF Arranger’s counter-argument is focus. Page arranging is the whole product, so it is done in one window with direct visual feedback: drag the thumbnails, crop, build a booklet, edit the metadata, export. There is no service to start, no port to open, no login, and the program works the same on a laptop with no network at all. For the single job of getting pages in order, it is simply less machinery.

The real cost: running a server

Stirling-PDF’s licence terms changed as the project grew up: it is now open-core. Small teams of up to five users can self-host for free, while larger organisations need a commercial licence. Either way, the operational cost is yours. A Java-based server application needs a host that stays on, updates you apply, and sensible security if anyone beyond your own desk can reach it. None of that is unreasonable — but it is a weekend project before it is a PDF tool, and it only pays off if the toolbox gets used.

Privacy, interestingly, is a tie with different shapes. PDF Arranger never lets a file leave your computer. Stirling-PDF keeps files on infrastructure you control instead of a stranger’s cloud, which is the right answer for teams — but you become the person responsible for that infrastructure.

Verdict: who should choose which

Choose Stirling-PDF if you need OCR, compression or conversion regularly, want one toolbox for a small team, and are comfortable running and maintaining a self-hosted service.

Choose PDF Arranger if your job is arranging pages — merging, splitting, reordering, booklets — and you want a free desktop app that works offline with nothing to deploy.

Choose neither if you need OCR or editing but do not want to run a server: a commercial desktop editor such as Adobe Acrobat (sponsored) or Wondershare PDFelement (sponsored) covers those jobs with no infrastructure at all.

If you searched for PDF Shuffler, you are in the right place — and the short version is good news. PDF Arranger is the direct continuation of PDF-Shuffler: it began as a fork of the older program, kept its familiar thumbnail-grid way of working, and has grown well past it. This page explains the family history, what the fork added, and how to move over if you still have the old tool installed.

The lineage is stated in PDF Arranger’s own README: it is “a fork of Konstantinos Poulios’s PDF-Shuffler”, described there as “a humble attempt to make the project a bit more active.” The copyright headers in the code still credit Poulios for the original work from 2008 onwards.

At a glance

PDF-Shuffler (original)

PDF Arranger 1.14.0

Origin

Created by Konstantinos Poulios

A fork of PDF-Shuffler, maintained as its own project on GitHub

Project status

The original Savannah and SourceForge repositories have not seen updates in a long time

Actively released; version 1.14.0 was published on May 23, 2026

Interface

Thumbnail grid for rearranging pages

The same thumbnail-grid idea, extended with zoom, search and modern dialogs

Core arranging

Merge, split and rearrange pages

Merge, split, reorder, rotate, crop, delete and duplicate pages

Booklet

Not part of the original tool

Yes — generate and split booklet layouts

Metadata editing

No

Yes — title, subject, keywords, producer, creator and dates

Password-protected output

No

Yes — open password-protected PDFs and encrypt the exported file

Import images as pages

No

Yes, via img2pdf integration

Current downloads

Old project pages only

Official Windows installer and portable ZIP, Flathub and Linux distribution packages

What happened to PDF-Shuffler?

The original project was hosted on Savannah and SourceForge, and those repositories have been quiet for a long time — the project is best described as no longer actively maintained. Rather than letting a well-liked little tool fade away, the fork picked up the codebase and continued development under the PDF Arranger name. That is why searches for “pdf shuffler” so often end at PDF Arranger today: it is not a clone or a lookalike, it is the same line of software, continued.

What the fork added

The current release does considerably more than shuffling. You can generate and split booklet layouts for folded printing, edit document metadata, open password-protected files and save your export with a password, import images as new pages, crop white borders or custom margins, resize pages, insert blank pages in sizes up to A0, A1 and A2, overlay one page on another, and export pages as PNG or JPEG images. Version 1.14.0 also rebuilds document outlines (bookmarks) on export and can swap odd and even pages — handy for two-sided scans. Underneath, it is a Python and GTK front end for pikepdf, and it remains free and open source under GPL-3.0-or-later.

What stayed familiar

If you used PDF-Shuffler years ago, the working style will feel like home. Documents open as a grid of page thumbnails; you select, drag, rotate and delete pages visually, then export the result as a new PDF. Your original files are never modified in place, exactly as before. There is no new file format to learn and no conversion step for your documents — they were always plain PDFs, and they still are.

Moving over: a two-minute migration

Install PDF Arranger from the download page (Windows installer or portable ZIP), from Flathub, or from your Linux distribution’s repository — most distributions now package PDF Arranger rather than the old Shuffler.

Open any PDF you used to handle in PDF-Shuffler. The workflow is the same, so there is nothing to relearn beyond spotting the extra menu entries.

Retire the old install once you are comfortable. Keeping both is harmless, but only PDF Arranger receives fixes and new releases.

Verdict

There is no real contest here, and that is the point of this page: PDF-Shuffler walked so PDF Arranger could keep going. If the old tool still runs on your machine and all you ever do is shuffle a few pages, it will keep doing that — but for a maintained program with booklet, metadata, encryption and image-import features on top of the same familiar interface, PDF Arranger is the natural upgrade. One honest boundary, true of both programs: neither edits the text inside a page or runs OCR. If that is your job, a full editor such as Wondershare PDFelement (sponsored) is the step up.
PDF Arranger and PDFsam Basic are the two free, open-source tools people most often shortlist for organizing PDF pages, and they approach the same job from opposite directions. PDF Arranger shows you every page as a thumbnail in one window and lets you drag the document into shape. PDFsam Basic gives you a set of task modules — merge, split, mix, rotate, extract, insert — where you set parameters and run the job. Both are free, both work fully offline, and neither edits the text inside your pages. The right choice depends on how you like to work.

This comparison uses PDF Arranger 1.14.0 and PDFsam Basic 6.0.6, the versions listed on the official sites when this article was checked in October 2026.

At a glance

PDF Arranger 1.14.0

PDFsam Basic 6.0.6

Price

Free, open source (GPL-3.0-or-later)

Free and open source, with no watermarks and no size limits

Platforms

Windows and Linux; macOS only via Nix

Windows, macOS and Linux

Merge

Drag-and-drop in one visual window; can also lay several pages onto one sheet

Merge module, plus Mix to interleave two documents page by page

Split

Select pages visually and export them as one or more files; booklet splitting included

Very granular: split by bookmarks, by file size, or every n pages

Booklet

Yes — generate and split booklet layouts

Not officially documented

Metadata and encryption

Edit title, subject, keywords and other metadata; set a password on the exported file

Not part of the six tools listed for Basic

Edit text or OCR

No

No in Basic; text editing is in the paid Enhanced edition

Compress

No

No in Basic; compression is in the paid Visual edition

Page organizing: visual vs. parametric

In PDF Arranger, organizing is direct manipulation. You open one or more PDFs, see all pages side by side, and drag thumbnails until the order looks right. Deleting, duplicating, rotating and inserting blank pages happen in the same window, and nothing is written until you export. That makes it forgiving: if the arrangement looks wrong, you simply keep dragging. It is the better fit when every document is different and you need to judge pages by eye — scanned contracts, mixed coursework, photo pages.

PDFsam Basic is built around repeatable jobs. Each module asks for inputs and settings, then produces the output. Its split options are genuinely deeper than PDF Arranger’s: splitting a 400-page manual at every chapter bookmark, or into chunks of a set file size, is a parameter choice rather than manual page selection. If you process similar documents the same way every week, that parametric style saves real time.

The extras that separate them

PDF Arranger packs more single-window page craft around the core job: cropping white borders or custom margins, resizing page size, generating booklet layouts for folded printing, editing document metadata, importing images as pages, and password-protecting the file you export. PDFsam Basic’s six listed tools stay closer to merge-and-split work, and features such as compression sit in the paid Visual edition, while full text editing sits in the paid Enhanced edition, which is Windows-only.

Platform coverage cuts the other way. PDFsam Basic ships official packages for Windows, macOS and Linux, so Mac users get a native free organizer. PDF Arranger has official Windows and Linux builds, but on macOS it only runs through Nix or a manual source setup — there is no official Mac installer.

When neither free tool is enough

Both tools stop at the page level. If your document needs its text edited, a scan turned into searchable text with OCR, a signature, or a smaller file size, you have left organizer territory. PDFsam answers that with its own paid Visual and Enhanced editions. The other honest route is a full editor such as Wondershare PDFelement (sponsored) or Adobe Acrobat (sponsored), which cover editing, OCR, signing and compression in one program. Disclosure: the editor links in this section are sponsored affiliate links — if you buy through them, this site may earn a commission at no extra cost to you. See our Affiliate Disclosure.

Verdict: who should choose which

Choose PDFsam Basic if your splits are parametric — by bookmarks, by size, every n pages — or if you need a native Mac version of a free organizer.

Choose PDF Arranger if you organize by eye: visual drag-and-drop arranging, booklet layouts, cropping and page-size work, metadata editing, and password-protected output in one free window.

Choose a paid editor instead if the job is editing text, OCR, signing or compressing — neither free tool does those things, in any edition of Basic.
